Discover how SINOTO’s customized bitumen emulsion technology is revolutionizing road construction in Egypt. On November 14, 2025, a landmark deal was finalized, showcasing SINOTO’s commitment to quality, efficiency, and tailored solutions. This case study details the challenges, the bespoke plant solution, and the immediate impact on our client’s capacity, setting a new benchmark for infrastructure development in the Middle East and Africa.
The current infrastructure development landscape in the Middle East region and Africa (MEA), is typified with a significant demand of sustainable, lasting, and affordable road network. Egypt is an economic giant in the region, and a major force behind this development impetus, and ambitious national projects demand the best materials.
We realize this requirement and this is why SINOTO, one of the world leaders in high performance asphalt and bitumen machinery, has been awarded with a groundbreaking contract on November 14, 2025, which will be a turning point in our history and the beginning of a new era of our client in Egypt.
Our client which is a key stakeholder in the Egyptian civil engineering industry wanted a plant that would assure them maximum production capacity, unmatched stability in the end product, and the highest operational efficiency that would be irrespective of their huge government contracts.
The Egyptian client had a number of unique challenges associated with road construction in arid and semi-arid conditions:
The achievement of the new road construction is more dependent on the quality of bitumen emulsions of tack coats, prime coats and cold mix use. Egypt has a volatile climate and high temperatures and requires a high-quality emulsion to be used that has high storage stability and fast-setting properties in order to have the minimal amount of disruption and a lasting nature. Their current equipment was having a hard time fulfilling the heavy ministry of transport requirement of both cationic and anionic emulsions and hence was subject to delay and wastage of material.
By engaging in numerous large scale road and highway projects at the same time, the client required an additional large production capacity without necessarily reducing its quality. It was aimed at delivering a minimum of 10 to 15 tons per hour of high quality emulsion so that they can meet the aggressive project deadlines and also be competitive in the tender process with regards to pricing. The throughput of the old plant was turning out to be a bottleneck.
One of the major issues in a high volume production facility is energy usage and time on down. The customer demanded a plant that would occupy a small area, have easy operation and highly automated to minimize labor expenses and decrease the overall power consumption. They required a system that was less damaging to the environment and offered the most economic results- a fundamental value congruence amid the client and SINOTO.
Being aware of the special needs of the Egyptian market and the operational needs of the client, the SINOTO engineering team offered a full-fleet, state-of-the-art emulsion bitumen plant that was carefully designed to produce high volumes with high precision.
A special and high-performance colloidal mill is at the core of the SINOTO solution. This ingredient plays a significant role in the realization of the very fine and homogenous dispersal of particles of bitumen needed to have long-term emulsion stability. In the Egyptian project, we have added a mill that has an advanced design rotor-stator, which can be controlled in terms of the gap. This aspect is crucial because it enables the operator to optimize the shearing process depending on the nature of bitumen (e.g. polymer-modified and standard) and the size of the particles that will be used in various applications. This accuracy ensures that the emulsion is of a uniform and high quality batch after batch and it will minimize the chances of early breaking or instability of the end-product.
The plant was installed with a highly automated PLC control system to meet the requirement of the client of providing operational efficiency. All the process is controlled in this centralized manner:
(1)Precision Dosing: The percentage of bitumen, water, and emulsifier to use is monitored and controlled in real-time to make sure the chemical formula is observed strictly. This is a great way of saving on material wastage and also, achieves a high standard in the end product.
(2)Temperature Control: High-tech thermal oil heating systems and sensors control the correct temperature of both bitumen and the water-surfactant phase, which are very important in the process of building up the emulsion.
(3)Intuitive Interface: The system has a large and easy to read touchscreen HMI (Human-Machine Interface) that is diagnostic which means that one operator can control the entire plant, thus reducing the number of people required in labor and the possibility of human error.
Among the main selling points, one could also count on the fact that SINOTO could produce and supply the modular parts of the plant within a short period of time. Our technical team went to work right after the signing on November 14 th. The modular structure of the plant made it easier to logistically support and enabled a faster on-site set-up. The Egyptian technical personnel were thoroughly trained so as to be well skilled in the operation, maintenance, and calibration of the new system and this opened the door to the high volume production immediately.
The effective handover of the tailor-designed emulsion bitumen plant to our Egyptian customer on the 14th of November 2025 can be seen as strong evidence of the belief in SINOTO to meet the standards of engineering, manufacture and incorporate what is needed to succeed in the global infrastructure. Through a customized, effective, and high-tech solution, SINOTO helped our client to address the logistical and quality issues, become an important part of the Egyptian road infrastructure, and fulfill their strategic business goals. Select SINOTO- where the cutting-edge technology will address the needs of global infrastructure.
